Does Frisco have a code for the slope of a residential backyard?

I have a friend building a house within the city limits and the backyard slopes down and away from the house at rate of about 3 feet down per 10 feet. This seems steep and the builder wants extra money to level out the back yard.

The maximum slope allowed is 3:1 (horizontal to vertical), or 33%. The slope you describe would be allowable.
