I saw the news coverage of the DNT expansion ground breaking ceremony on Friday. Included in that story was the information that while the expansion would be done in three stages, no stage will be opened until the entire project is completed sometime in late 2007. Considering the traffic problems that currently exist, this seems like a very bad decision. Additionally, the NTTA has opened completed "stages" in the past when a major expansion project was underway.
Does the city of Frisco have any say in this? Or is this completely up to the NTTA to make this call regardless of the city's input?

The City of Frisco does not govern NTTA. They have complete authority to open the road as they deem appropriate. However, they are committed to working with us to see if the roadway can be opened in phases. It is too early in the construction to determine if this is possible since there are 3 separate contractors involved and many issues can arise during a project of this magnitude. NTTA will want to get the quarters flowing as quickly as possible, so if they are able, I'm sure they will try and open it is phases.
