Isn't there an ordinance in Frisco that requires 100% masonry on one-story building exteriors?

What are the rules for stucco? A house is being built in the Trails of W. Frisco with what appears to be a 100% stucco exterior. Is this allowed under city ordinances?

In the Comprehensive Zoning Ordinance's definition for Masonary, Stucco is included. It is considered Masonary and allowed as an exterior building material.
