What is the expected completion date for the Teel Pkwy expansion from FM 720 going north?

Teel Road north of Main Street is currently under construction and should be opened from Main to Trails Parkway with in 6 months. Teel from north of the bridge to near Eldorado is still under ROW acquisition. Staff felt that the intersection of Main and Teel is badly needed for traffic flow and bid this project as one with two sub projects, north and south Teel. I feel the ROW will be clear in about 2 months and we will start construction on the north part then.

Frank, If ROW acquisition is going on for the area North of the bridge then why is there already work being done in this area all the way up to El Dorado?

The property I was referring to that the City does not have the Right of Way is the southeast corner of Eldorado and Teel. There are two projects going on Teel north of the bridge. Shaddock is building part of Teel just north of the bridge with his subdivision and the City is picking up and building the rest north, just short of Eldorado.

Is'nt the bridge on Teel north of the Golf Club 2 lanes wide? It appears that we will have 4 lanes choke down to 2, won't we?

Yes, but the staff does not feel that well be a problem int the near future.

Has anyone done a study of the traffic on Teel Road lately? Living in the Trails and using Teel road periodically, there is quite a bit of traffic that is not confined to "rush hours". During the middle of the day, there is a large volume of auto and construction traffic, as the only north/south road between 423 and the Dallas Parkway, there is quite a bit of traffic. I think this is going to be a problem with 4 lanes choking down to 2 lanes.

Ralph and Tim,

Our last traffic counts on Teel were completed in December. Those counts will be updated again this fall once school restarts. You can see these numbers on our home page if you click on the GIS maps section. Once there, place a check in the traffic flow map and click the update map button. You can then move the cursor over particular roadways and the daily traffic volume data will appear.

Since the bridge is at mid-block location, the reduction from four lanes to two lanes will not be as critical. The best comparison I can give you is to consider a mid-block work zone lane closure on Main between Teel and Legacy. Those areas work fairly smoothly without causing major congestion or delays. Based on the traffic count data we have, the volume on this same section of Main Street is over 10 times greater than the volume on Teel. With the continued growth since our latest counts, this differential has probably reduced to about 6 times. Hopefully this comparison will help to relieve your concerns about only having one bridge at this time. The two lane bridge will be able to operate adequately into the future while we work to get funding in place to complete the second bridge.

The Teel Road construction project is currently suspended due to utility conflicts with FISD fiber, Coserv gas and electric and SBC Telephone. Once these conflicts are taken care of it should take about 90 days to complete this section of Teel.

Can you explain why the construction was started in the first place if all of the utility conflicts hadn't been resolved? Is this new delay expected to last 30 days or more?

Can you also give us an update on the progress of securing ROW north of the Fairways Golf course on Teel?

The City conducts utility relocation meetings with all of the franchise, plans are distributed to them and problems are reviewed and discussed during this meeting. The franchises had informed the City that their lines were clear and the project was released. We are working with FISD to relocate their fiber so not to hold up the project any further. Staff is reviewing what can be done to relocate or work around this conflict, both Coserv gas and electric has giving two weeks to be clear.

We are anticipating that right of entry will be granted on the north ROW within the next 30 days. This will give us the ability to construct the road while we work out the agreement.

Are there any plans to pave the little gravel road that is just south of Main and west of Teel that reconnects to Teel about a half mile south? Are there any other routes available for someone that lives North of Main on Teel to get southbound in the morning? Any suggestions would be helpful.

Public Works will maintain the roadway and add dust control, but asphalt will not be placed at this time.

The current routes available to go south from northwest Frisco are DNT and FM 423. The City will be restarting Legacy Road from Main to the RR Tracks which should be complete in March of 2005 and Teel from High Shoals to Timber Ridge to be completed in 2 quarter of 2005 which will provide north-south traffic flow.
