Is there some adjusting of the signal lights underway? What is the status for the completion of Legacy and Teel or the extra southbound turn lane at Main and DNT?

Here is the latest information I have regarding the improvements you discussed.

Teel Parkway

Teel from Timber Ridge to High Shoals is being designed by Wier and Associates. The plans are 90% complete. Pending acquisition of right-of-way, advertisement for bids is scheduled for May 2004 with construction beginning in June of 2004. This would allow the project to be completed by July 2005.


Legacy

We continue to work with Oncor regarding Legacy south of Main. We should be able to provide some dates by the first week in May.


Main at Dallas Parkway (right-turn lane)

We received the signed right-of-way documents yesterday for the necessary right-of-way to install dual rights (two right turn lanes) at this location to aid the numerous motorists desiring to travel southbound on the DNT during the morning rush hour commute. Now that the right-of-way has been obtained, we are working with the utility companies to get them started on relocating the utilities that are in conflict with this right-turn lane. We met with one of them earlier today regarding this location.


Main Street improvements (DNT to BNSF rail line)

The SBC relocation on the north side of the intersection is ongoing and is anticipated to be completed this month. Revised construction plans reflecting the changes to Main Street in coordination with Frisco Square, Frisco Street, Parker Street, NTTA, and the Frisco MLS Soccer Project will be complete by the end of April 2004 and forwarded to the contractor for a change order. Once the change order is approved by the City Council, the general contractor will be able to remobilize. Construction is anticipated to be completed in December 2004.


Addition of Asphalt to southbound Dallas Parkway at Main

This project has started. I do not have a definite completion date, but I would expect it to be done in the next 10 to 14 days. We are adding additional asphalt to the transition area just north of Main. This will allow us to queue up a longer line of two vehicles which will improve how well the green time for southbound gets used. More efficient use on that approach will allow us to add more time to eastbound.


Tollway extension further north into Frisco

The North Texas Tollway Authority (NTTA) is currently designing the extension of the main lanes of the DNT from SH 121 to US 380. Their consultants are approximately 90% complete with their design. The NTTA plans to bid the first phase of this construction this fall. NTTA is still determining the financial feasibility of extending totally to US 380 at this time. NTTA has a financial feasibility consultant that is finalizing the potential revenue along each segment of the extension prior to committing to bidding the entire project. We anticipate NTTA finalizing their decision within the next several months. From discussions with their staff the first phase would be to Main Street at a minimum. Please feel free to contact us or them over the next several months for future updates.


Signal Timing

There have been no changes made at Main and DNT this week during the morning rush. Up through last week, on average the delays for both eastbound and southbound were about equal. It does vary from day to day, but overall the wait was about equal for each approach over the past four to six weeks.

Our efforts each morning this week have been focused in the area around the new tollway extension. After the holiday weekend, we will check our travel times again at Main and DNT to see if some adjustments need to be made to equal things out.

Brian,

Has there been any progress with the utility companies at Main and DNT?

I saw 3 traffic enforcement officers on the DNT just South of Main this morning. This is the fourth morning in a row they have been radaring this area. Is there anyway we could get 1 of the 3 officers to enforce the white lines at Main and DNT?

Jarret,

The utility companies are telling us they should be complete in about four to six weeks from now. Construction of the turn lane should begin shortly after the completion of these relocations.

The utility companies are finishing up their design work at this time. When utility companies must do relocations, they will not start the design of their relocations until right-of-way is available.

We continue to communicate frequently with the utility companies near this intersection to keep the job moving along.

Our traffic officers were working the intersection of Main and DNT on May 6th. They were observing violations at the intersection and making contact with violators downstream. This is an effort that the traffic unit is conducting at numerous intersections around the city. Their emphasis will continue to seek compliance with all traffic laws from all parties. With school starting back in 4 weeks and traffic about to explode again I was curious about the status of the 2nd right turn lane at Main and DNT? Have the utility companies relocated? What is the estimated completion date?

The City staff has completed work with the utility companies for the ultimate alignment. The alignment was not only for the turn lanes but also for Main Street, Frisco Street, Toll Road and the soccer complex. The utilities have been given a verbal to proceed with the relocations. It is anticipated to take 3-4 weeks for design and 6- 10 weeks for relocations. Not all the time is needed to clear the intersection to start the second turn lane. Once the poles are moved it should take about 30 –45 days to have the turn lane opened for traffic. Staff is also working on a third lane to help make the turn lane work more efficiently and we are waiting on completing the drawings for the signals, which should be completed this month. This work will be started as soon as the drawings are completed.

Can you please give us a detailed explanation as to what has caused the project to be delayed by what appears to be an additional 5 months? I would have assumed that the design phase that you say will take 3-4 weeks would have been done back in April or May. What work was being done in June? I was under the impression from the other posts on this board that that was prep work for relocating the utilities. What is involved that takes an additional 2 MONTHS to move the poles? Shouldn’t have all the prep work been going on while you were waiting for the right of way, which was the previous explanation for the delay?

Yes, the City was working with the utilities to bury the lines along Main Street and Frisco Street. To bury the utilities it would be at the City’s cost so we wanted to make sure every option was looked at. Due to the cost the lines will remain overhead. The City was coordinating with the expansion of the Toll Road, the soccer Stadium, Main Street, Frisco Square and Frisco Street projects. Each option that was studied had different changes. IE if we went under ground the utilities would bore the Toll Road, or if we left the lines on Main above ground the utilities would have to go over the Toll Road which required special steel poles (50+), or if we cross the Toll Road north of Main (as planed) normal poles could be used. Not knowing which route to take the design on the utilities could not be completed. To Clear the Main Street & Toll Road intersection for the right turn lane the over all alignment needed to be set. The utilities did not want to move their lines more than once and the City did not want to pay for that. Yes we were waiting on ROW also, but knowing where the line was ultimately going was the most time consuming and critical. So in short what was a simple relocate turned into a holistic relocation with 6 different moving parts.
