DoesFrisco have a rule as to how late builders or the contractors can do work in a subdivison? If so what do you when they are banging their hammers at 9pm?

Frisco does not have such a rule. There is a Noise Ordinance in place which limits the noise level between 10:00 PM and 7:00 AM. If you are distrurbed during these hours, call the non emergency Police Dispatch line at 972-335-5505. A Police Officer will investigate.

If that is the only rule on working hours, why does the "Residential Guideline" booklet state:
"On-site working hours are Monday – Friday, 7:00 am till 10:00 pm. Per the Noise Ordinance. Saturday working hours are 8:00 am till 7:00 pm. No exceptions after initial subdivision occupancy."

The Residential Guidelines that you quote from are simply guidelines for informational purposes and is not an enforceable document. The Noise Ordinance referenced in the Guidelines is the document which establishes that it is a violation to perform construction work which creates a nuisance (noise) except between the hours of 7:00 am to 10:00 pm weekdays and 8:00 am to 7:00 pm on Saturdays. Again, Noise Ordinance violations should be reported to the Police Department non-emergency number 972 335-5505.
