Could you tell me what 5 restaurants and 1 bank will be in the Albertson's shopping Center (SE corner of Legacy/Lebanon)? And what of the new Kroger center (Legacy Ranch), what stores have applied for permits? What of a traffic light now that the roads are being paved?

Anna,

This answers the traffic signal question.

There will eventually be a traffic signal at this location. Our latest traffic signal warrant study indicated that a traffic signal is not yet warranted at this location. We are preparing to begin design of the signal so once it is warranted and funding becomes available we can get it constructed. Based on these factors, construction of the signal is at least 9 to 12 months away.

Anna:

Legacy Center (SEC of Legacy/Lebanon)the following uses have been approved:

Albertsons,
Albertsons Express,
McDonalds,
Kwik Kar,
Bank of America, and
in-line retail buildings have permits. A Blockbuster Video has also been approved, but no permit yet.
As to specific in-line tenants, we have nothing at this point.

Legacy Ranch (NWC of Legacy/Lebanon)
Plans have not been approved for this corner. A plan may be placed on the Planning & Zoning Commission agenda for February 11, 2003 meeting.

i understand another albertson is scheduled at 423 and 720 intersection four corners.
when is its scheduled opening?
also what other stors have signed up for this site and what are their schedule?

My daughter goes to Legacy Christian Academy and I am also building a home in Cheyenne Crossing at the northern end of Legacy. I have personally seen several vehicles going the wrong way on Legacy north of Lebanon over the last several months. Also, people do not regularly observe the correct "right-of-way" procedures at this intersection. This is a dangerous intersection that I believe should be watched very carefully.

Can you also share with this posting, the requirements for a light?

Go to properties and select Texas. Last time I accessed the site, the properties were numbers 18 and 20. Just FYI "

Ron,

Thank you for the question.

We have reviewed the signage along Legacy and added additional signage today at Chippewa and Legacy that should eliminate the wrong way traffic.

The developer is nearing completion of the missing portions of Lebanon and Legacy at the intersection of Lebanon and Legacy. This area should be complete and open to traffic within the next couple of months.

There are several requirements involved to warrant a traffic signal. Most deal with traffic volume conditions while there is also consideration of accident history. The volume requirements indicate that some volume threshold must be maintained for at least 8 hours per day. If you want more specifics, please call me at 972-335-5580 x196.

FYI, I emailed Albertson's corp offices and asked them to find out if the Albertson's being built at Legacy and Lebanon will have a Starbuck's inside. This is her answer:

"First, let me apologize for the late response. I had to get confirmation from our Construction Dept. and those people had been out of town all last week. In regards to your Starbucks issue at the new Frisco store, there is not a Starbucks planned for that store when it opens. As far as petitioning for one, I would start with the Construction Manager for that job, Dennis
Cobb. His number is 817-568-3687.

Following is a description of approved and proposed development at the intersection of Lebanon Road and Legacy Drive:

Northeast corner - a single-family subdivision, another phsase of Starwood (under construction)
Northwest corner - a retal center with a grocery store, gas pumps, miscellaneous retail, and a bank (preliminary plans only)
Southeast corner - the tenants are listed above (under construction)
Southwest corner - Eckerd Drug and miscellaneous retail (under construction)

A KWIK dry cleaners is under construction. An Eckerd was proposed on the corner but has since decided to build on the southwest corner of Legacy and Lebanon.

Planned for the NEC of Warren and Legacy is the KWIK Dry Cleaners is under construction. Eckerds had been approved at this corner, but has since decided to build at the southwest corner of Lebanon and Legacy.

Could you give a time frame as to when Lebanon Rd, just east of Legacy will be expanded to the current 4 lanes (located just west of the Stone Manor apt. complex)? I've noticed the widening due to the shopping center entrances, but it looks like it will narrow back down to 2 lanes.

Regarding the Lebanon/Legacy intersection: wasn't there a street lamp present at one time? Also, could you look into placing street/pavement directional arrows at this Lebanon (east/west) intersection. I've witnessed people turning using the 'apparent middle' lanes to turn or go straight, or just not know the right-hand lane (SE Corner) is for right-hand turns only.

The lanes of Lebanon you are asking about are in the new bond package but currently not in the first sale which staff is working on now. The next bond sale has not been scheduled as of this time but maybe in the 2004.

The traffic signal at the intersection of Legacy / Lebanon is not met warrants as of yet but we continue to monitor the intersection.

I will forward you concerns to Public works to review.

Sorry for the misunderstanding, I was asking about a street/intersection light (luminous), not signal light, as that intersection is very dark at night.

So the white pavement arrows/markings are not justified? Could you look into signs (now missing/damaged due to construction?) that notified drivers that the right lane was a turn only lane and the left lane was for through or left hand turns? Obviously this is only for the eastbound traffic on Lebanon, just west of that intersection.

Thank you for your questions.

I visited the intersection on Friday afternoon and the signs indicating the proper lane usage for eastbound Lebanon were up and visible. I am not sure if the construction crews in the area temporarily removed them or if their construction signs were temporarily blocking the view of the signs. Please don't hesitate to call me at 972-335-5580 x196 to discuss if you feel a signage problem still exists for eastbound Lebanon.

We will look into the street lighting further. If I remember correctly, there was a light in the southeast corner. It is possible it may have been removed during the construction. If so, we will see what can be done to replace it.

I noticed that several of the new lanes have been opened but I do have a question/concern. The EB lane of Lebanon (east of Legacy, upon exiting the new Albertson's shopping center) merges from two lanes to one. Does the site contractor or city plan on improving the curb that juts out or does it just appear to be cut short due to the construction cones placement? I've just recently driven this new stretch and it appears that it may be quite dangerous in the dark and no "arrow" signage to forewarn motorists.

Also, hate to sound like a broken record, but the north bound left turn lane of Legacy has pavement signage indicating a left turn only, will this be done in the other 3 corners?

Thanks for the question. Please call me at 972-335-5580 x196 so we can set up a time to meet to discuss your concerns. I want to make sure I understand your question regarding the area exiting the Albertson's. I would be willing to meet with you at the site if you would like.

We do not currently plan to add the pavement markings to the other three approaches. Why were they installed here? The traffic control plans did not call for the pavement markings to be installed. However, the contractor was using a previous version of the plans that showed the arrows and installed them before getting the correct set of plans. Rather than request that the contractor remove the arrows, we agreed to let the pavement markings remain.
