We have looked at curfew ordinances since 98-99. Without going into great detail, the juvenile crime rates have not indicated that we could successfully implement the ordinance based on the requirements of the Supreme Court in establishing the need for one. I have reported to Council on 2 or 3 occasions since then, having researched our crime numbers to determine the necessity of an ordinance. I have always told the Council that when it appeared necessary to implement a curfew ordinance, I would be the first to make that request. One of the specific issues out of the Supreme Court decision essentially states that the ordinances cannot be preventative in nature, but must address a current and specific need. We have been unable to show that need, which I believe, speaks quite well for our juvenile population.
