Why are the lights always on at the new ballpark? Whether I drive by at 8 am, 2 pm, 6 pm, or midnight, they are always on. Is there a reason? Isn't this a big waste of electricity?

The new lights are actually going through a process known as "burn in". It is common practice for new lights, and it intended to preserve the life of the lights in the longterm.
