If a home has had a pool installed, who at the city offices is responsible for making sure it was installed correctly - especially in relation to excess water runoff?

Example, a pool has been installed and over the last few weeks water has been consistently running between two homes, out onto the street (homes in this neighborhood were designed for this type of water drainage). The walkway in front of this home is normally covered in water. The owners explain that everything has been done correctly by the pool company, but other homes with pools in the neighborhood don't have this much water flow.
