Hi...who can we talk to about a neighbor across the alley from us who will, from time to time, put their excess garbage in our garbage cans? They did this to another neighbor some months back and were 'counseled' not to do this anymore. Well, they did it again just this week only this time to us! Thanks for your assistance.

I would first suggest having a conversation with your neighbor. If you are uncomfortable with that prospect, an officer could speak with them.
In a very strict application of the law, it could be prosecuted as a Theft of Service (Class C Misdemeanor). I would prefer, however, to use other approaches before resorting to that option.
