In my neighborhood there are many dogs that bark throughout the day. Mine included.
While I realize that this can be irritating, it is also perfectly natural. After hearing what the noise ordinance reads, I think that the noise ordinance must be amended! While I understand that noise levels during normal sleeping hours must be controlled, daytime hours should not be so restricted. The ordinance is so restrictive that any noise can be considered to "diminish the quality of life of a normal adult" . The ordinance really must be modified to relax during the day.
In my case I let my dog out during the day while I am at work and then bring him in to play and sleep once I get home. This would fit in perfectly with a night time ordinance.
How do I go about submitting a resolution of amendment to the noise ordinance?

A dogs bark can be annoying regardless of the time of day. Many people work at night and sleep during the day. Continuous barking can be very annoying to your neighbors.
While we prefer that neighbors work together to avoid annoying one another, we respond to calls from citizens and attempt to remedy the matter without enforcement action.
Ordinance revisions are typically brought forward by staff. Additionally, the City Council directs staff to revise ordinances for their review.
I support the current ordinance as it allows for officers to use good judgement in applying the ordinance. I would not support an ordinance that allowed dogs to continually bark during daylight hours. I don't think your neighbors would either.
The same logic applies to loud music or any other type of noise.
