I would like to know if service vehicles (in particular, an AT&T service truck) is legally allowed to park in a fire lane at an apartment complex only a few feet away from a fire hydrant.

Also, what are the procedures to show that they are indeed there for emergency reasons

There is no exemption in the law for vehicles to be parked in a fire lane except for emergency vehicles owned or authorized by a governmental entity. Violations can be reported to police communications at 972.292.6010
Texas Transportation Code 684.011.

I guess my follow up question would be; who would be at fault if someone were to back into said vehicle? I've read that because the car backing up is moving, they are at fault, but the accident would not have occurred if there wasn't a nongovernmental service vehicle occupying a fire lane behind the parked car?

That would be a determination made by the insurance companies. Private property accidents are not typically reported to the state. If an accident report was completed, the officer would simply note the facts. Police officers don't have the final word in determining who is at fault on any accident, they simply gather the facts as they observe them.
