I wanted to find out what sort of consequences there were for repeatedly violating the noise ordinance. Unfortunately our neighbors repeatedly have loud parties outdoors(even during the cold months, weeknights and weekends).

Violations of the Noise Ordinance can carry a fine of up to $500 for each offense. If you would like a report of what actions have been taken, you can file a Public Information Request for that information by emailing records@friscotexas.gov

So how does the "CAN carry" part work? What do you do about people doing this over and over?

Each offense can carry a fine of up to $500 means the Judge can assess a fine of up to $500 on each offense. We will generally warn first, issue citations second and in rare circumestances make an arrest on subsequent calls, when the former doesn't work.
