Teresa,
The contractor has begun preparing the subgrade and should begin paving the eastern portion of the project before the end of the month (weather permitting). I would expect the project to be substantially complete 6-8 weeks after the paving is done. Please let me know if you have additional questions or concerns. Thank you, Michael.

Last Fall, the sign at North County and All Stars stated that the work would be completed in December. What is the reason for the 3-month delay?

DNI,
Several issues have delayed the progress of CR 712/All Stars Ave. After the contractor began work, two additional median openings and turn lanes were added to facilitate future development. In addition, both our contractor’s work and the work done by BNSF at the railroad tracks took longer than we anticipated. With the railroad work behind us, I expect the section east of the tracks to finish in a timely manner. Please let me know if you have additional questions or concerns. Michael

Now that it is March and the street has its stripes and their are street lights as well, any thought as to when it will open?

Also, is all the necessary equipment in place to make the train crossing their a silent crossing? If not, any idea on when that will be completed?

Peter,

We are anticipating that the eastern half of All Stars Avenue will open by the end of March or the first week of April.

Yes, all of the necessary equipment is in place to qualify this train crossing for a Quiet Zone. However, for a Quiet Zone to go into effect, all consecutive crossings within a certain distance must meet the required standards. Therefore, the crossing at All Stars will not operate as a Quiet Zone crossing when it first opens. We are working on the other issues that will qualify the other crossings for a Quiet Zone, but we do not yet have a firm timeframe for the final implementation of the Quiet Zone.

Unfortunately, the rain in March delayed the work and there is an issue with the railroad crossing that needs to be resolved, so it will not likely open in the coming week. While I cannot give you an exact date at this time, we anticipate it opening sometime this month.
