Do I need a special permit to extend my side fence from the back of the house to the middle of the side of the house?

All new fence construction requires a permit. For repairs of 50% or less of a existing fence to remain in the same location, a permit is not required. All fences you construct must remain on or within your property line. For typical residential fences, two copies of a site plan or plot plan and a fence permit application is required to be submitted to the Development Services customer desk located on the third floor of City Hall.
