During school events at Tom Hicks Elementary, vehicles park up and down on both sides of Lakehill Boulevard and Compass Drive.

This becomes an issue when vehicles park all the way to the corners of the intersection. In the process this blocks a fire hydrant, and views of the stop sign on Lakehill, of oncoming traffic, and of pedestrians walking to/from the school as they cut in and out all the parked cars. Adult pedestrians are always accompanied by children, who naturally don't look as they walk into the street.

This area is also on a grade with retaining walls, which further hinders a motorist's view while traversing through the intersection.

Besides being a nuisance to residents (on one occasion alleyways were blocked), I'm pretty sure the situation violates parking laws. But more importantly, it really creates an issue of traffic and pedestrian safety.

I've contacted the Police Department on a couple of occasions when it was especially difficult to maneuver the area; dispatched officers have entered the school and asked folks who had illegally parked into the intersection to move their vehicles. On one occasion, cars had started dispersing by the time the officer arrived, so he did not see the full extent of the issue, or the hydrant that had been blocked a few minutes earlier. Regardless, it's an ongoing problem.

One of the officers stated that there was a form, or a process by which to request the city to paint curbs to create no parking zones in these corner areas. What is the process required to get this done?

I'd like to hear your thoughts and suggestions on the subject.

Thank you for your comments. You have done the right thing by contacting the Police Department. Please continue to do so when you feel the need. I have also forwarded your concerns to our Patrol and Traffic Divisions for enforcement. I have also attached an ordinance below that deals with obstructing the flow of traffic for your benefit.

Sec. 90-150 Parking not to obstruct traffic
(a) No person shall park any vehicle upon a public street, alley or highway in a manner or under such conditions as to leave available less than 12 feet of the width of the roadway for free movement of vehicular traffic.
(b) No person shall park any vehicle upon a street adjacent to a driveway in such a manner or under such conditions as to leave available less than three feet of roadway between the vehicle and the point where the curve return of the driveway connects with the curb.

You can call the Engineering Department at 972-292-5400 and ask to speak to a Traffic Engineer to request No Parkings signs. Please give the locations where cars repeatedly block fire hydrants or the corners of an intersection.
