Is there any information on city codes regarding roof vents for attic ventilation? I was considering adding more turbine type vents to my roof but wasn't sure if the city had any codes on that type of work.

The International Residential Code requires a minimum of 1 square foot of vent per each 150 square feet of attic space. This can reduced to 1 square foot per 300 square feet if vents are provided in the eaves of your home. These are minimum requirements so installing additional vents would not be prohibited.
