Thanks for your inquiry. The Parks and Recreation Department established a Median Development Division in 2002 for the purpose of providing irrigation and landscaping to existing medians. The Median Development Division makes improvements to approximately three miles of medians each budget year.
Each year the Parks Department and the Engineering Department meet to establish a priority list of medians to improve based on three things: age of the medians, traffic volume, and future construction issues (turn lanes, utility installation, etc.). All undeveloped medians are reviewed for consideration, and a final priority list is determined according to which ones best meet the criteria mentioned above. Please keep in mind that we have some medians that were constructed for several years before improvements were made, much older than the Teel medians south of Lebanon. These medians were very low on the priority list because they did not meet any of the three criteria requirements.
Also, the improvements to the Teel medians north of Lebanon were done by the developer of Lakeside. The median development north of Timber Ridge was an Engineering Department project. The medians you referenced were not part of that project.
Regarding the street lighting, I spoke with a representative in the Engineering Department and he said there were no plans in the near future to install lighting because of the low traffic volume on Teel south of Lebanon.
