Would it be the City's responsibility to evaluate, and if needed, provide speed bumps or humps in a residential neighborhood? This is a neighborhood that still has new construction. Or, would this be something the developer would do? And, what is the process to determine if bumps/humps should be on the streets?

Speed humps are not used on residential streets in Frisco because they can increase the response time of emergency vehicles by an average of 9 to 15 seconds per hump.
