I've noticed that development has begun on the retail pad sites at the four corners of Eldorado and 423. Any word on what businesses are moving to these locations.

The only corner of that intersection that is actually in Frisco is the NE corner. I have not heard of any specific retailers that will be locating there as of yet.

It seems the residents of Grayhawk are a bit concerned over possible retail developments in the NW corner of 423/Elderado. Can you tell us how we can find out more information and/or how we could be involved in meetings regarding this area?

Kristie,

The northwest corner of Eldorado and FM 423 is under the jurisdiction of the City of Little Elm. I would suggest that you contact their offices and discuss the neighborhood's concerns with their city staff.

Actually, I think Kristie was referring to the NE corner of 423/Eldorado that backs up to Grayhawk. There have been rumors of a possible Wal*Mart Supercenter coming to this location. Can you share what information the city has on plans for this location? And if Wal*Mart is looking at other possible sites in Frisco. Thanks!

Mr. Parten,

The northeast corner of Eldorado and FM 423 is zoned Retail. Retail zoning allows for most types of businesses including retailers such as Wal-Mart, Lowes, Home Depot, etc. However, big box retailers that are proposing single tenant buildings larger than 70,000 square feet must apply for a specific use permit to allow them to do so. Specific use permits must be reviewed and approved by the Planning & Zoning Commission and the City Council.

As to this specific site, the City has not received any applications for site plans or plats. At this time we are not aware of any immediate plans for development on the site. Any project that comes in for this site will have to fully comply with zoning & subdivision requirements that are in place at that time.

Retailers and developers are currently discussing numerous locations throughout Frisco for potential sites for big box retailers. This includes the east and west sides of Frisco. Again, if a big box retailer were wanting to build on this site they would be required to apply for a specific use permit that would require approval by the City Council and would include two public hearings at which neighborhood property owners would have the opportunity to address the issue.

Mr. Parten,

I need to correct some of the information from my previous post. Big box retail buildings are not required to obtain a specific use permit for lots that have frontage on FM 423 and where the entire building, required parking and loading spaces are within 1,650 feet of FM 423. The Comprehensive Zoning Ordinance provides for this use by right along FM 423, S.H. 121, U.S. 380 and the Dallas North Tollway. All other areas are required to obtain specific use permits for big boxes. I apologize for the incorrect information.

Mr. Ingalls,

I know many people are worried about a Wal-Mart coming to the corner of ElDorado and FM 423. What would it take to amend the Comprehensive Zoning Ordinance to require a specific use permit? I'd like to see this corner treated the same as the rest of the city.

Doug,

Amending the Comprehensive Zoning Ordinance follows the same process as a zone change. The Planning & Zoning Commission or the City Council calls for a public hearing to consider amending the ordinance. The Planning & Zoning Commission then holds a public hearing and invites all interested parties to make comment. They prepare a recommendation that then goes to the City Council for their final consideration and action. The process takes approximately 2 to 3 months to complete.

I live in the Grayhawk Community in Frisco, and we recently received a notice from our HOA stating that Wal-Mart is planning to build a super center on the NE corner of Eldorado and FM 423. Is this going to be up for debate? When do they plan on breaking ground?

The property owner has had discussions with the City staff about the possibility of a Wal-Mart store locating at this location. As of today we have not received any type of application necessary to locate a store on the property. The property is zoned Retail which would allow this type of development. Any applications received by the City will be reviewed by staff and forwarded to the Planning & Zoning Commission for their consideration. As we have not received any applications we do not know if or when Wal-Mart or some other retailer would be breaking ground. Since my response on September 1, we have had no submittals at the two application deadlines. That includes today's application deadline for the month of November.
