With all the new home construction, what are the hours the workers are allowed to work? Iíve heard that they are 7 to 7, but the police say 7 to 10. Can someone provide the rule?

I assume you are asking for the ordinance number, which is 97-04-13. Section 5 A 6 states that it is a noise disturbance, per se, if the activity occurs between 10 pm and 7am. It may be a violation at other times if within 500 feet of a residence. This is according to the noise ordinance. If you believe a contractor is in violation, feel free to call 972.335.5505 and request an officer to be sent out to investigate.
If you are asking if there other labor laws regulating hours of work for construction workers, there are none imposed by the city.
In other words, if they aren't creating a noise disturbance they can work at any time of the day or night.
