Is there some reason the city allows people to park on the grass at the Shawnee Trail Park on Hillcrest? Each night - there are many cars parked on the grass under the trees at the NW corner of College Parkway and Hillcrest Road. The main parking lot for the park if always empty. This is creating large ruts in the grassy area - since the ground is wet.

Are there any plans to extend the side walk that wraps around the park - to the corner of College and Hillcrest. Twice now I have observed a person in a motorized wheel chair in the lanes of traffic on Hillcrest - as there is no sidewalk access to the corner.

Andrew,

Thanks for your note regarding parking that is taking place along the grassy area at Shawnee Trail Sports Complex.

You probably are not aware of the fact that all but about 3 acres of land at the site is owned by the Collin County College District and is a part of the Preston Ridge Campus. That includes the area at the corner of Hillcrest Road and College Parkway. The City of Frisco actually has a long term lease on the land in which the park improvements lie.

Having said that, I agree with you about the parking of vehicles in areas that are not designated for parking in this or any other park location.

In an effort to address the concerns that you have listed, we have proceeded in the following manner.

1. We have sent a message to all of the Youth Athletic Associations that may have teams or parents that might be utilizing Shawnee Trail Sports Complex to prohibit parking in the area identified immediately.

2. We are currently looking into providing a fence barrier that would restrict vehicle entry into the area you have identified. If approved by the College District, we will move to install that fencing immediately.

3. We are in the process of having signs installed at the site which will identify that parking is restricted and inform the Police Department of this so that they can enforce this.

4. We are also looking at tying in a sidewalk from the corner of College Parkway and Hillcrest so that access can be achieved by individuals. We will approach the CCCCD about this construction as well and hope to have their support. During that time, we will also be looking at what funding source will be available to provide these improvements.

The safety and convenience of our park patrons to use facilities such as Shawnee Trail Sports Complex is very important and we will proceed in a manner to accomplish the elements listed above as quickly as possible.

Just curious if there is a time line when your action plan will be in place - with regards to the parking issues? Last night, there were 24 cars parked in the grassy area, under the trees at 6:45PM. Thanks

Mr. Brown,

Thanks for your message. We are currently in the process of having no parking signs constructed for the site. We are also awaiting final approval from the college on installing these signs since this lies on CCCCD property.

Messages have been sent to all of the youth and adult organizations that utilize Shawnee Trail Sports Complex and even though parking at this location had decreased significantly over the past couple of weeks, evidently activity increased based on your observation.

Our staff is also obtaining cost estimates on fencing for this area to restrict parking along this area of the park.

I will get an update from our staff on the timetable for having the signs in and will post a note to this subject once I am made aware of this.

Mr. Brown,

I just wanted to take an opportunity to follow up on my message from this morning to update you and others on our progress of this issue.

During the course of this afternoon, we received received permission from the CCCCD and agreement on the need to address the problem on parking on non-paved parking areas at this location.

We anticipate that the signs currently be constructed will be completed within the next week and that as soon as delivered, should be installed within a week of that time frame.

I am disappointed in the parents, coaches and participants that have forced us to spend manpower and expense to install signs along Hillcrest Road as well as Ohio Parkway to address this issue. We will, however, continue to address this problem with the safety of these same individuals in mind.

Should signage not be sufficient to eliminate this issue, we are prepared to install split rail fencing along this area to prevent vehicles from entering into the park site.

We will continue to monitor this throughout the next several weeks to see what, if any additional action is necessary.

Dear Kim,

Thank you for your note regarding the non parking area at Shawnee Trail Sports Complex. Since my last posting on this thread in early March, our Streets Department ordered and installed the no parking signs along Ohio Parkway, just west of the Hillcrest Road/Parkway Boulevard intersection. This was completed in early April.

While my personal observations have seen little activity in these areas early on, I will ask the Police Department if they would provide a directed patrol of this area.
