Our driveway is in a T-interesection of an alley. Cars speed around the fenced corner and can not see me backing out. While I am careful, I almost got hit while changing gears to forward. Would I be at fault if they hit me? Also, is the alley considered public street and would I need to contact the police for insurance claims?

I hesitate to answer your question about assigning fault of an accident without having all the facts. Each traffic accident is different with many variables to take into account. All drivers are required by law to care when backing their vehicles.
Most alleys in Frisco are considered public roadways and therefore are regulated by the Texas Transportation Code.
If you are having a problem with speeding vehicles in your alley, please notify me via email or phone. I will ask our Traffic Division for some stepped up enforcement in the area.
