We bought a Pulte home 12 years ago in Preston Vineyards. There is not a HOA in the original sub-division. When we bought our home, Pulte was taking care of the entrance off of Preston Rd. When Pulte left they informed us that the city would maintain the entrance. At first, the city keep the entrance looking well groomed. Now, the trees are in need of trimming, the dirt is washing off into the street but I guess the street sweeper can't get up against the curb due to the trees. There's enough dirt on the street now that weeds have grown. The entrance where the Preston Vineyards sign is has completely grown over.

Pulte assured us that the entry would look good even after they left. Now it looks awful. HELP!! We want the value of our neighborhood to be enhanced by the proper maitenance of the entry.

The Street Department has cleaned the road and put erosion control measures in place. The Parks Department will put the tree trimming on our list of Winter jobs to be done (our preference is to do major tree pruning during the dormant season).
Several years ago when the developers ceased maintaining the entry area right of way to Preston Vineyards, the City of Frisco was approached by representatives of a voluntary HOA to start doing the maintenance. The City paid to have numerous irrigation repairs made and began maintaining the area and furnishing water for the irrigation. Since that time, we have had correspondence with various representatives of the voluntary HOA.
When Preston Road was widened, the entry median was shortened due to construction of the new lanes. At that time, due to maintenance issues, the City and a representative from the voluntary HOA discussed the possibility of eliminating the entry median altogether. However, the HOA preferred to keep the median. The Parks Department agreed to run new irrigation lines to the median with the understanding that the maintenance of the median would be the responsibility of the HOA. The HOA also paid to have the stonework replaced around the median.
Since that time the Parks Department has continued to maintain the right of way areas on both sides of the road. We have not had any correspondence from a HOA representative in several months. If you would like to discuss this in more detail, please contact me directly at 972-335-5517.
