I apologize if I keep missing it on the City's web site, but where I do find out when the P&Z meetings are and who is on the P&Z Commission? Thanks

No need to apologize. The Planning & Zoning Meeting Agendas are found by going to the left menu, click on Meetings, Agendas and Minutes and the materials should be there. All members of various boards may be found by clicking on City Secretary Menu (on the left) and then cliick boards on the front page of that section. On the GIS map there is a parcel of land located on the north size of Main Street between legacy and the Kings Garden Subdivision that has a Zoning of OCL? What is an OCL zone?

The abbreviation 'OCL' stands for 'Outside City Limits.' The parcel that you are asking about lies outside the corporate limits of the City of Frisco and for this reason does not have a zoning classification.
