Are there any zone or other regulations that govern the placement of playground equipment within an existing subdivision?

We have a playground area, but some home owners want to add another set of equipment to a green common area that is maintained by the HOA. Not all home owners want this, but the simplest way to avoid any bad feelings is if there is a zone ordinance that prevents the green area being transformed into a childrens play area.

There are not, for example, any restroom facilities at the green area, which is currently a walking park with a few benches.
