I realize that it is not against the law for cars to park in the street in front of houses, however, what if an HOA specifically prohibits parking in the street? Is it allowed or not? Does the HOA rule take precedence over the city rule?

The HOA can control on-street parking, but enforcement of that rule is solely up to the HOA. The police department cannot enforce HOA restrictions.

So, you are saying that a HOA can say that no one can park their cars in the street overnight and fine the homeowners if they do? I thought that since the streets are public streets, that the HOA cannot enforce such regulations. Anyone can park a car on the street and not be a homeowner, so how can this be enforced and legal?

Please clarify this.

My understanding of the authority of the HOA is somewhat like a deed restriction. Residents agree to the restrictions when they move in. The police department does not enforce HOA rules.
