I live on a street where each house has a front facing garage. A house owner on my street continually parks his cars in his driveway to the extent where the sidewalk is blocked and in order for a pedestrian to pass needs to walk on the road.

Are there any laws which prohibit cars from blocking sidewalk access?

Yes. The sidewalk cannot be blocked by a vehicle. Call Police Communications at 972.335.5505 to report the violation and an officer will be dispatched.
