The increasing traffic on Eldorado is causing som real backups east and west bound at Teel. The main problem seems to be left turn traffic off of Eldorado onto North or South bound Teel. I live in Eldorado Fairways and have seen the east bound traffic backed up to my subdivision ( at 08:30 AM) and west bound backed up past Griffin Middle School (at 4:10 PM). I understand that turn lanes are not a viable option until Eldorado is expanded, but could we make Teel no left turn from Eldorado for at least part of the day?

Thank you for the inquiry. Over the past three to four months we have enabled left turn phasing at this intersection based upon continued complaints about the delays along Teel Parkway. In the morning we have enabled the southbound left turn to help reduce backup on Teel Parkway. During the evening peak period we have enabled a northbound left turn to reduce backup along Teel Parkway. Both of these changes accompanied slight increases in the amount of green time on Eldorado Parkway. By these changes we have tried to balance the amount of delay along Eldorado and Teel Parkway. In just the past weeks, we conducted travel time surveys to verify the delay along both routes. During the highest volume period (7:30 am – 8:00 am), we measured travel times of about eight (8) minutes to clear the intersection on the east and southbound approaches. Balancing of delay is the most appropriate measure when an intersection exceeds its capacity, as is the case for this intersection.

The suggestion to add a left turn phase for eastbound traffic has been considered. However, the traffic volumes and field observation of this movement does not warrant the traffic signal phasing change. We have counted an average of only 2 vehicles making this maneuver in the morning and given the lower westbound vehicle demands during the period, these few vehicles can normally turn on the green. If we were to establish an eastbound left turn we would need to “split phase” the intersection, i.e., the eastbound going exclusive of the westbound. This inefficient operation and low eastbound left turn traffic volume has limited the use of an eastbound left turn in the morning and evening periods. We currently have a westbound left turn arrow to alleviate the impact of the higher number of westbound left turns. Since we can only maintain the left turn arrow for a specified amount of time, a left turn vehicle arriving after the arrow terminates will hold up the westbound traffic.

We will continue to monitor this intersection to provide appropriate timing changes.

Will Teel ever be made into 4 lanes, two going each way, thru this intersection or will be have to wait tell Eldorado is completed to get these lanes? This could help the light problem and having Right turn lanes.

Teel will be expanded to two lanes in each direction with turn lanes when Eldorado Parkway is reconstructed. Constructing these lanes prior to the reconstruction of Eldorado Parkway is complicated by a large drainage way that cuts across the intersection from the northeast corner to the southwest corner. Extensive drainage modifications and improvements would be necessary with any expansion of the intersection. Major drainage improvements such as those required here are most effectively constructed as part of a large construction project such as the Eldorado Parkway reconstruction, not as part of a small intersection improvement project.

TxDOT is currently anticipating that construction of Eldorado Parkway (FM 2934) between FM 423 and the Dallas North Tollway will begin in April 2007 and will take two years to complete.

I have a couple of questions;

1. Do you have a timeframe for Panther Creek to be expanded East of Teel (to Legacy or the DNT)?

2. Was the addition of the 4 lane Legacy north of El Dorado not subject to any extensive draining improvements? That project seemed to go smoothly.

I am worried that with the addition of the neighborhoods north of Panther Creek and East of Teel, this intersection is going to become unbearable. Maybe we could talk our worthless HOA into giving you our dues as a nice kickback on fixing Teel / El Dorado.

Panther Creek Parkway (Teel - DNT) is being considered for funding with a future Bond Sale. At this time, no funds have been allocated for this project.

Legacy Drive (north of Eldorado) was constructed by a developer to provide adequate access to the new Cobb Farm subdivision. Because of natural topography, the drainge system for this roadway only had to drain the roadway itself (i.e. the road essentially sits on a ridge). By comparison, the creek that flows under the intersection of Eldorado and Teel drains several hundred acres of land bounded by Teel, Eldorado, Legacy, and future Panther Creek Parkway.
