Is there a City Ordinance regarding organized Team Sports like Football or Soccer to use a Community Park System as a practice filed?

We recently had an incident at the Stewart Creek Park where a Pee Wee football team was asked to leave.

Robb,

The Stewart Creek Greenbelt (not a community park but it is under the City of Frisco Parks & Recreation Departmentís jurisdiction) is currently in the last phase of construction which is the establishment of turf. Because this area is twenty-three acres, the Bermuda hydro-mulch was applied in three applications several weeks apart. While the east end of the greenbelt was hydro mulched first and has pretty good coverage, the grass is still young and has not developed sufficient root growth to stand up to athletic practice sessions. The City does have a substantial financial investment in this project and definitely doesnít want the area ruined before it is complete.

I made the FFL officials aware that this area would be off limits for practice this year. They notified all coaches to abide by this ruling. One of the FFL officials notified me yesterday that one of their coaches had chosen not to abide by the FFL ruling, but it would be addressed today with that coach. He further stated that all FFL coaches had been assigned practice areas and were told not to waver from those assignments.
