I'm trying to get clarification on if there are any specific surface grade requirements (i.e. x vertical drop per y linear distance) between any of these points: foundation edge to gutter pop-up (5ft normally), gutter pop-up to edge of property. Single-family residential Frisco b.2006.

Background: A couple of years ago we had our single family Frisco property inspected before purchase (new constr 2006). The private inspector made this comment (paraphrasing a small bit from the report):

Grading specifications are spelled out clearly in International Residential Code (IRC) R401.3,
"...Lots shall be graded so as to drain surface water away from foundation walls. The grade away from foundation walls shall fall a minimum of 6 inches within the first 10 feet... NOTE: The municipality’s plat drainage requirements can exceed those set forth by the IRC, i.e. require more than a 6” drop in elevation in the first 10’ out from the perimeter of the foundation, but cannot be less stringent."

My queries above are about finding any requirements for drainage, grading specific to my municipality (Frisco). Thanks in advance.

The City has adopted the 2006 IRC. Lots shall be graded to provide a drop of 6” in the first 10 feet from the foundation and a minimum of 2% to the street or alley. There are no specific requirements for pop up type drain location except that they shall not divert water onto adjacent property.
