I am in favor of bicycle activity in general, but, am struggling with some of the activity around town. Large groups if cyclists ride around - this is perfectly OK. 1-3 riders ride around - which is OK - except they do not tend to ride on the side of the road - they instead occupy an entire lane and cause safety and traffic issues. The other day - a single rider was riding down the middle of the lane of the single lane on 423 - for miles ... If you were not in the long line of cars you will just have to use your imagination.

Is there an education program (or even an ordinance) that governs bicyclists so that they also know to share the road?

The Frisco Police Department works closely with many local cycling clubs, and the clubs themselves are very proactive in education for their riders and the commuting public in general. As for how bicyclists are regulated while operating on public roadways, that is governed by the Texas Transportation Code but no specific city ordinance.
