I had a question about the click it or ticket program. Why would I get a ticket if I don't have a seat belt on yet daily I see pickup trucks with three or four people riding in the back not being stopped?

Driving your car, or being a front seat passenger, without a seat belt is against the law. Children under certain ages must also be restrained. Riding in the back of an open bed is permitted, if at least 18 years of age (magnetic pants or not).
TRC 545.412 Child Passenger Safety Seat Systems
TRC 545.413 Safety Belts
TRC 545.414 Riding in Open Beds
