The Preston Vineyard sign at the intersection of Preston Rd. and Preston Vineyard Dr. had been in bad condition for some time and recently fell from the structure it was hanging from and was removed. My questions are who is responsible for the sign and the area around it, and how might we go about improving that area in the absence of an HOA for Preston Vineyard?

The Preston Vineyard sign that you are referring to has been removed by the City's Public Works Department.

In the absence of an HOA it is then up to the homeowners in the subdivision to install plant materials and care for them. The City can not do that for the subdivision. There are other subdivisions in the City where there are no HOAs and the residents care for the plant materials.
