What is the actual code for replacing a water heater on personal property? I recently had one replaced and the plumbing company did not pull the work permit and is now upset that they have been required to do so. It also failed inspection because it was not installed to code, 18 inches above the garage floor.

Minimum requirements for water heater installations are in the International Residential Code, International Fuel Gas Code and International Plumbing Code. Permits are required by the State Plumbing License Law as well as local codes. Licensed plumbers who perform work without permits are subject to penalties and should be reported to the Texas State Board of Plumbing Examiners. You may contact the Chief Plumbing Inspector at 972 292-5329 if you have any further questions.
