It appears that 121 will end up as a toll road. Can there be a provision that will let the road become a free road after the bonds are paid off? I know that will take 20 or 30 years but by that time we could use the economic boost as the city reaches maturity. I would rather pay off the road as fast possible than use the money to finance other projects.

I-30 was originally constructed as a tollroad between Fort Worth & Dallas. Each of the cities agreed to remove the toll from I-30 after the debt was paid on this roadway. Since SH 121 is owned by TxDOT, Iím not sure if they would be willing to remove the tolls upon completion, but it is certainly something Frisco has suggested also. The debt service proposed by TxDOT is 40 years. Frisco also wants to retire the debt as quick as possible and also has suggested that the money be only used to pay off the debt rather than finance other projects. We are one of 7 agencies considering this project (Plano, McKinney, Allen, Frisco, Collin County, TxDOT, NTTA). Not all of the agencies currently agree to how or if to pay for the construction of the roadway, but we continue to work together to try and gain consensus.
