Can you tell me whom to contact from the City to have an assessment done of what appears to be natural spring seepage in my neighborhood? This spring water flows year round and the algae and mosquito issues that it creates are actually public health concerns. I am not sure who would be responsible for addressing this, city or homeowner, but I would think that the city would need to assess it physically to make that determination. Thanks for any contact or other information that you can provide.
