Can you tell me anything about the construciton site at the NE corner of Main & Teel? It seems the formwork has been up for over a month and nothing is happening. This intersection is very vital to the neighborhood and to see a project languishing when the adjacent businesses and contractors are doing well is distracting.

The site that you are referring to was originally to be an Eckerd's Pharmacy. However, after construction began Eckerds was purchased by CVS Pharmacies. The organization is currently undergoing a reorganization. For this reason construction was stopped on the site. We do not know when or if they will start construction again.

How long will the City of Frisco let an incomplete construction project 'sit' before it's found to be an eyesore on the community? Not that this one is anywhere near that point, but just curious.

The Building Permit for that site has been closed due to abandonment of the project. Any further construction will require a new permit. Our Code Enforcement officers will keep an eye on the site and watch for any conditions that could constitute a safety hazard.

The City of Frisco is building Teel Parkway and has an agreement with the Henry S. Miller Company whereby they will donate right-of-way for Teel. The abandonment of the Eckerd project should not impact upon the construction of Teel Parkway.

Is the city following up with CVS pharmacy concerning the building on Eldorado and 423? According to the last mews reports, CVS does not plan on pursuing this location.

Use of the building by CVS or the sale or lease of the building is the decision of CVS Pharmacies. The City will work with CVS to find a use or occupant for the building but only in an advisory role. We have no authority to require that the building be occupied within a certain period of time.

The project was held up do to utility conflicts, Site has been release to back to work. This project will be completed with or without the development on the corner.

I pass by the road construction project everyday. I have not seen any crews there for weeks. The last post in this column was on Thursday, Oct. 14th, and it states that the project was to resume. It's now over two weeks later, and there is nothing going on! Please explain why there is still a delay. We need this intersection very badly, as the traffic on Southbound Teel at Main in the mornings is terrible.

We know you are anxious to have the road opened, and we are anxious to help the traffic flow issues in that area. It is has been our goal to have this road open to the public right after the new year, and we intend on meeting it.

As you know, Teel Parkway was hamstrung by several unforeseen utility conflicts. There actually are still 2 conflicts, fortunately, they do not affect the critical path. The contractor has been onsite as weather has allowed working on storm sewer lateral, water line stubs, and sanitary sewer stubs.

Usually these public utility extensions are simple and quick. However, southbound Teel was not constructed to facilitate easy expansion. Typically, we stub public utilities beyond the pavement so they can be extended easily in the future. Unfortunately, almost all of the stubs on this project were stubbed short. The contractor has spent significant time finding these utilities. Regardless, almost all utility issues have now been resolved, although some work will have to be done AFTER the new lanes are complete.

We expect to do standard subgrade tests early next week and begin subgrade preparation late next week. This phase takes about 2 weeks. Given Thanksgiving, I expect concrete to be poured by early in December.

I was wondering about the new shopping center signs that have gone up on the SE corner of the toll and eldorado. can you tell me what is set to be a part of that.

This corner was part of a larger planned development and called for the site to be developed as a retail stripcenter. We have not received any applications yet for platting or site plans for the property. It is not uncommon for a developer to put up leasing signs to prelease retail space before coming in with a site plan. We typically do not know what stores are coming into a center at the time of site plan review and approval. Only later when actual building permit applications are made will the store occupant be known. Thank you.

According to a post by Amy Gill on November 5th the City was to begin pouring concrete in "early December" at Teel north of Main St. There has been no activity there since that post. Since the rebar isn't even laid I would not think that a concrete pour will be done in the time frame indicated. Can anyone give us an update on the project and what the latest delays are?

The road was to be completed sometime early next year. Is that time frame still reasonable?

Also, what is that status of the Teel bridge project north of the Trails Golf course. At a meeting with the Mayor it was indicated that this project was green lighted. Can you give a time frame for its construction and completion?

Finally, when will construction of Teel south of Main St. begin. Is this project still on schedule. I believe it was due to be completed by the middle of the summer?

The contractor has had a difficult time making final grade on Teel with all the rain. Things are drying up nicely now. We see no reason the contractor cannot have the road paved before Christmas. I think we can expect to have the road opened by the end of January.

The Teel Bridge is under design now and should be complete this spring. After that, the project could go to construction as soon as funds are encumbered. Construction will take approximately 9 months.

Teel south of Main Street was just bid. We are taking care of administrative issues now. We expect construction to being in February and be completed in October.

Teel was not able to be paved before Christmas. Some of the final soils tests were not adequate for paving.

Tests were taken again today. Assuming they come back good, I am going to push to have the contractor pave at least the portion south of the bridge this week.

If the weather holds out, I still feel that we could have the road opened by the end of January.

What is the status on construction of the bridge on Teel? Now that progess is being made on the road, the next step would be the bridge. The mayor and city manager stated during a recent town hall meeting that the process on designing and building the bridge was set in motion. This was about 3 months ago. Can someone update us on the process. I would not expect the bridge to be completed for at least 2 more years, but a timeline would be helpful.

That timeline is still accurate. Funding for this bridge is on the list of priority road projects that staff will be presenting to City Council within the next 2 weeks. Given Wes' timeline, this bridge should be completed near the beginning of 2006.

City Council reviewed the Phase II projects at their last meeting in March but has not yet approved that list. The Teel Road Bridge is on the Phase II list of projects. Staff will take it back to council within the next month for their consideration.

There is no change on the status of the Eckerd/CVS Pharmacy site. The building permit has been closed as the project has been abandoned. Any future development of this site will require a new building permit. Thank you for your interest.

Jeff,

The contractor has just finished opening all the southbound lanes on Teel Parkway from the Trails to just south of Main Street and is at this very moment removing the barrels to open all the lanes for the northbound traffic.

The section of Teel Parkway north of the bridge to Eldorado Parkway is scheduled to open by the end of next week.

As for trees, there is nothing in the contract for the road job to install trees. The Parks Department is responsible for the planting in the median and most likely have a plan to complete Teel in the near future now that the road is nearing completion. Main Street, Phase 3 (DNT - BNSF Railroad): Anticipated to be complete in July 2005

Main Street, Phase 4 (BNSF Railroad - Preston Road): Anticipated to be complete in July 2006

Ryan,

The lighting contractor has just recently finished standing the lights up on the entire job and still has to complete the installation of the breakaway bases and wiring of the entire circuit. They also have to coordinate the installation of the electrical service. The contractor expects to have their construction complete at the end of this month so that the utility company can place the electrical service early next month. So to answer your question, the lights will most likely be turned the middle of next month.

Brian C,

The contractor is waiting on Coserv Electric to set the transformers to get power to the street lights on Ohio. I anticipate Coserv to complete this installation sometime next month after which the meter can be installed and the wiring completed prior to turning the lights on.

As for the other street lights pending this year, nothing has changed from my February 9, 2005 response to you under a separate thread. The design contract for the street lights on the five roadways referred to by the City Manager in his February 11, 2005 post to you is proposed to go to council next month for consideration. Once approved, desgin will begin and detailed costs prepared for consideration of funding.

During construction of the Main/Teel and Main/Legacy intersections, was there any consideration made for 18-wheel, tractor-trailers that make right-hand turns that result in huge ruts on virtually every corner? It seems as though, since these are 4-lane sections, there isn't enough room for the trailers to clear the curb. Can this be corrected?

What is the status of the Teel bridge road project? In January you posted that "Funding for this bridge is on the list of priority road projects that staff will be presenting to City Council within the next 2 weeks. Given Wes' timeline, this bridge should be completed near the beginning of 2006." There appears no way that this timeline is even close to accurate any more as we are already nearing "the beginning of 2006".

Fairwayman thanks for the post. The design of the Teel bridge project took longer than originally anticipated but has been bid and was awarded by City Council to North Texas Bridge Company. Contracts have been sent to the contractor and are expected to be returned next week. We anticipate construction to begin next month and be complete in July 2006.

I understand that, eventually, Teel will be a 6 lane road. Can you tell me where the land for the extra two lanes will come from? My house backs up to Teel and there is not a lot of space between my fence and Teel now. Will the extra lanes be added by removing the current sidewalks or will it come from removing part of the median?

Good question Mark. Typically, as in the case with Teel Parkway, the extra two lanes to widen the roadway from 4 lanes to 6 lanes will come from the median.

With no stoplight there, are there any estimates as to how many people will go through there with their commute? I go through the Teel/Lebanon intersecion every day and sometimes have no cars to wait for. Should those of us who take that expect to add an additional 5 or 10 min to our drive? Is it possible to speed up the signal process, or put in a 4-way stop? This looks like it will be a nightmare if Lebanon traffic does not have to stop. Thanks!
