We have a neighbor who has had a broken sprinkler head on their sprinkler system for about 3 months. I have seen them out looking at it, but they have never fixed it. This system runs twice a week, and when it does, gallons of water pour from this head directly into the street.
Is there anything that can be done to force them to stop wasting water?

At this time, water consumption is not regulated for the amount of usage. All plumbing fixtures are required to be properly installed and maintained in working order and are to be kept free from leaks and defects. Plumbing fixtures are required to be capable of performing the function for which such plumbing fixtures are designed.
