I see the current construction of Teel Rd (south of Lebanon)off Lebanon. Where is Teel going to end? 121? 423? Also, when is the estimated time when this road extension will be complete?

Teel Road south of Lebanon is being built thru development I do not have a schedule of when this road will be complete. For now Teel will go to the Lake Lewisville and stop. The developer and City have tried to get a permit from the Corp of Engineers to cross the lake but have not been able to at this time. If the City does get a permit to cross the lake the road would curve back to Lebanon east of the current bridge near Stewart Creek subdivision.

The engineering drawings will be completed in January of 2004 with construction to be start as soon as Right-of Way is acquired. Staff anticipates a construction start date of March 2004 Construction should take 13 months.

What is the status of the right-of-way acquisition? Has the process begun? Have the property owners been contacted? Are there any "hold-ups"? How many property owners are involved with the R.O.W. dedication process? Are the property owners dedicating the land or is the city purchasing the land? What is the cost for the R.O.W.?

We are in the process of acquiring the necessary right of way for Teel Road. Many of the property owners have been contacted. In order to acquire the right of way necessary to construct Teel, the City must first design the project to know exactly the rights of way, construction easements, and other easements that may be needed.

Once the road design is completed, the consulting engineer prepares the appropriate documents, exhibits and other surveys needed to approach the property owners to acquire these pieces of land. Currently there are 12 parcels of land that are necessary prior to building the roadway. We have currently acquired 1 of the total parcels of land. There are 12 separate property owners involved in this process.

The City will typically attempt to get the right of way dedicated since the roadway improvements will benefit the adjacent property owners. If the City cannot reach an agreement with the property owner for dedication, then we must go through separate process to get an appraisal of the property prior to making an offer to the property owner. Should the property owner not agree to the offer, and the negotiation process fails to reach an agreement concerning the fair price for the right of way and/or easements, the City can acquire the land through eminent domain. This entire process can take as little time as a few months or years depending upon complexities of ownership and related issues. We must show that we have made a good faith effort to acquire the property through negotiations prior to using eminent domain. The City has recently hired a full time ROW agent to expedite the ROW process. I hope you will call me if you have further questions.

Are there any plans to pave Teel north of El Dorado? If so, is that a city project or would that be taken on by the nearby developers?

Michael,

Two separate sections of Teel north of Eldorado are paved at this time. One is a two-lane section from Eldorado to the north end of the Northridge subdivision. The second section, although not in use, is a two-lane section from Jaguar to Panther Creek Parkway next to the Grayhawk subdivision.

There are plans to construct four lanes of Teel from the Northridge subdivision to Panther Creek Parkway. The developer of the nearby Christie Ranch subdivision will complete this construction. I would expect this to be completed sometime in the next 12 months (schedule is dependent upon the developer).

The remaining two lanes of Teel between Eldorado and Northridge will probably be constructed by a developer. The City does not currently have plans to construct this missing section before development occurs.

Is it now official that Tom Thumb is not building on 720 and Teel? is Eckard's replacing it or can both still build on the same corner?

Under City regulations Eckard's and Tom Thumb could occupy the same corner. They may not choose to do so under corporate policy but would not be prohibited from doing so under City requirements.

When construction on Teel begins in between Main and Lebanon will the dirt road still remain open to traffic or will it be diverted elsewhere?
That gravel road is my "secret passageway" to work.

At this time the gravel road will not be altered because there are still residences on this street.
