From the main page:
"you do not have to register in order to post-simply check the box for posting anonymously."
When did this change, and can you tell me why?

There are a couple reasons why we have chosen to disallow anonymity and require a valid email address for posting questions on the City's Q&A board. Following is the main reason. Quite often, questions are submitted for posting that require further clarification before an appropriate or prompt response can be delivered. This is most common when people ask questions that refer to a particular location or locations within the city but don't provide enough information in their request to pinpoint the location for response. We expect our departments to respond promptly to citizen requests but found they were often hampered by insufficient information. To insure citizen questions can be answered promptly and accurately we now require registration and a valid email address so our departments can communicate with a citizen directly and obtain clarification if necessary.
If a person wants to remain anonymous and have a question answered by the city, they can still accomplish that via email. The City's website has a listing of email addresses for all departments and for the Mayor and City Council. A valid email address of the requester (even if anonymous) provides the opportunity for dialogue.
We are striving to provide government that is as open as it can be. Citizens are encouraged to participate in City Council and Planning & Zoning meetings. All city board meetings are posted publicly at city hall, in the newspaper and on the City's website so citizens can attend. Email addresses and phone listings are provided so citizens can communicate directly with department heads if desired. Citizens are welcome to drop in at City Hall at any time. Many take advantage of this and find that City Management will often drop everything to listen to and address a citizen's concern. The City's Q&A Board is only one avenue for communication. Its main benefits are convenience and that others are able to see your question and the City's response.
Thank you for taking the time to use the City's Q&A Board.
