Is there an ordinance (city/state?) that can fine a homeowner/association if a landscaping company they hire blows grass clippings into the street/alley/etc. (i.e. not bagging them)? The lawn services in our neighborhood blow the grass clippings away into the street(sometimes into my driveway). I also noticed a few weeks back the area in front of Starwood Montessori that the lawncare workers were blowing the grass clippings into the water drain. Who should I contact, if this breaking a law?

To my knowledge, there are no City ordinances addressing grass clippings. The state health and safety code does address litter. The state also addresses Storm Sewer maintenence. At the present time, you can call Code Enforcement at 972-335-5580 ext. 188. Public Works is in the process of hiring a right of way inspector, that will hopefully assume some of this enforcement in the future.
