Question for the police,
Recently, in several neighborhoods, young children (preschool age) seem to be playing outside unsupervised (so it appears) for extended amounts of time. We do not feel we can approach the parents with or safety concerns. What would you tell us is the best action to ensure the child's safety?

I always ask that neighbors pay a friendly visit, however, if you feel you cannot, it may be reported to the department below. Obviously, if no one is at home and the child is completely unsupervised you should call police.
The Texas Department of Protective and Regulatory Services handles these types of complaints. Their hotline is 1-800-252-5400.
