I live in a zero lot line community. Can a homeowner put up a wood fence 1' from his neighbors wall? If he did, there would be 8-12" of space between the wall of the house and the fence. Most of our platts show most property lines extends into their neighbors backyard about 1'. I understand that each homeowner has a 3' easement. Would the city would issue a permit for this?

The community you describe is Patio Home zoning with minimum 1' setback on the "zero" side and a 9' set back on the other side. The one foot side is dedicated to the adjacent property owner as a Use Easement. The three feet easement you mention is an Access and Maintenance easement dedicated to the adjacenty property owner for maintenance of the "zero side" of their dwelling. A permit would not be issued to install a fence on the property line in this case.
