I may be confused about this law but isn't illegal for a car to turn right on red when there is a green left arrow for on coming traffic? I've notice that when turning left from Rolater onto Preston heading south, when there is a green arrow, the cars on Stonebrook turning right and going South, feel it is ok to pull out in front of the people with the green arrow. Are they ok doing this or is this what I feel is running a red light since it is not clear for them to go right on red?

The simple answer to your question is no, it is not illegal. But it must be done with safety. The vehicle turning left has the right of way to all three lanes going north. The car turning right on red would be at fault in an accident, but the movement of turning right on red is not unlawful. One of the inconsistencies in Texas Motor Vehicle law is that if the roadway that the left turning vehicle is a posted one way street, the vehicle only has access to the inside (or left) lane.

Any vehicle turning right only has access to the nearest (or right-handed)lane.

Another question that comes up from time to time is that when there are two right turn lanes for only the inside lane may turn right on red.

We recommend that when vehicles are turning left onto a multi-lane roadway that they only enter the nearest left hand lane. This could avoid an accident in the situation you describe.
