Our HOA amenity center pool has a rule stating that "alcohol should not be consumed prior to or while using the facilities." We have had a problem with people disregarding this rule. Several people have wanted to know if the rule can be changed. This seems to be a pretty standard rule for community pools in my experience. Can you tell me if there is a city ordinance or a Texas State law regarding the consumption of alcohol which applies to HOA pools? Or, is this considered private property rather than public, such that the neighborhood association has the ability to change the rules?

That is private property and not regulated by the city.
