Are there any city ordinances that apply to this situation?

I have an empty residential lot that I want to use to let my kids play football on, etc. but I need to park cars on it when I have people over and run out of street parking.

If you own the vacant lot, there is not an ordinance regarding football or other sports. If you do not own the lot, then this will be trespassing and you may be subject to liabilities for damages or injuries, unless permission is secured from the property owner.

Vehicles may not drag or place mud in streets and litter is prohibited. The only parking ordinance that Code Enforcement is aware of addresses ‘required parking’.
