I was wondering why, heading south on Preston, north of Eldorado the right hand turn lane is not open yet. The lane is there and appears to be functional but it is blocked off. As the traffic heading south sometimes backs up all the way to Panther Creek Pkwy I would think this would have the potential to alleviate some of this traffic, even a small portion.

The widening of Preston is a TxDOT project, and so the City cannot control their construction schedule. However, we do communicate with them them regarding their progress, especially at this intersection.
The right-turn lane remains closed because of concerns about large trucks turning from southbound Preston onto westbound Eldorado. There isnít enough room for them to turn the corner from the turn lane with just one lane available to turn into. However, turning right from the through lane gives larger vehicles enough of a turning radius to manuever into the single westbound lane.
We donít have a definitive date from TxDOT when the intersection work will be completed, but we continue to ask them to have their contractor focus on the intersection and get it finished as soon as possible. There is a utility conflict along the gas station in the southwest corner that is holding up the paving of the eastbound lanes of Eldorado. TxDOT tells us that once that is resolved, they will be able to pave both the southwest and southeast corners of the intersection. All eastbound and westbound traffic will then be shifted to the south side and the northeast corner will be rebuilt. Once that is finished, all of the eastbound/westbound lanes and the southbound right-turn lane will be opened.
