I'm hoping you can help resolve a dispute.

The large No Right Turn light on E/B Gaylord at Preston will flash when the Left Turn lane on N/B Preston turns green.

I say it flashes to bring attention to the sign b/c of U-Turns being made on Preston. My co-worker believes it means something different. He thinks that it's no Right Turn when the sign is lit and when it flashes, it may only be a yield, or something to that effect.

Can you help resolve the issue: what does it mean when the no right turn light is flashing?

You are correct. Right-turns-on-red are prohibited any time the words on the sign are visible, whether they are solid or flashing. The flashing sign is an option we use to help draw attention to the sign. (We found higher compliance with the sign after implementing the flashing option.)
